Stat. § 134.98 (Wisconsin’s data breach notification law), if a business operating in Wisconsin maintains personal information of Wisconsin residents and experiences an unauthorized acquisition of that information, it must provide notice unless the unauthorized acquisition does not create a “material risk of identity theft or fraud”.
